This standard stipulates the basic requirements for filling in the application and issuance of emission permits for pollutant discharge units in the livestock and poultry breeding industry, determination of permitted emission limits, accounting of actual emissions, compliance determination methods, and self-monitoring, environmental management ledgers, and execution of emission permits. Reports and other environmental management requirements put forward feasible technical requirements for pollution prevention and control. This standard is applicable to guide pollutant discharge units in the livestock and poultry breeding industry to fill in relevant application information on the national pollutant discharge license management information platform, and to guide the issuance authority to review and determine the discharge license requirements for pollutant discharge units in the livestock and poultry breeding industry. Among pollution-discharging units in the livestock and poultry breeding industry, the pollution-producing facilities and discharge outlets that comply with the "Boiler Air Pollutant Emission Standards" (GB13271) are subject to the "Technical Specifications for Application and Issuance of Pollution Discharge Licenses for Boilers" (HJ953). This standard does not specify, but other pollution-producing facilities and discharge outlets of pollution-discharging units in the livestock and poultry breeding industry that discharge breeding wastewater, exhaust gas or toxic and harmful pollutants specified by the state shall refer to the "General Principles of Technical Specifications for Application and Issuance of Pollution Discharge Licenses" (HJ942 )implement.
