- This document applies to the review of the legality of administrative decision-making at the three levels of Qingdao city, district (city), and town (street) levels. The relevant provisions on the legality review of town and street administrative decisions shall apply to the review of the legality of town and street administrative decisions in 12, and may be implemented with reference to other parts of this document. The review of the legality of departmental administrative decisions shall be carried out with reference to the relevant provisions of this document; other legality reviews may be carried out with reference to this document. If laws, administrative regulations, and rules have other provisions on the review of the legality of administrative decisions, those provisions shall prevail.
