The main contribution of this document is to conduct a detailed analysis of its functions for a specific product such as a smart electric energy meter, and combine it with the ideas of software engineering to stipulate the quality characteristics, measurement elements, measurement items and measurement sub-items, and establish a smart electric energy meter. Table software reliability index system, and gives its value calculation method, evaluation process and grade recommendations for the reference of expected main users.
