This standard establishes general requirements for the evaluation of "leaders" in inspection and testing service institutions. When evaluating different professional inspection and testing service institutions, they shall be implemented according to the "A+ professional service" model and must be used in conjunction with this standard. The general requirements for the evaluation of inspection and testing service institutions are divided into three levels of indicators, namely basic indicators, core indicators and innovative indicators. Basic indicators set compliance requirements in terms of enforcement of laws and regulations, personnel quality, technical requirements, management requirements, and social public evaluation; core indicators set quantification based on benchmark levels, average levels, and advanced levels in terms of inspection and testing capabilities and service capabilities. Indicators; innovative indicators are set based on average and advanced levels in terms of scientific research and innovation capabilities and industry influence.
