- This document proposes a method for conducting cosmetic safety assessment using the toxicological concern threshold method, and clarifies the scope of application of the method, classification of chemical substances to be assessed, thresholds, assessment procedures and assessment conclusions. This document is applicable to the systemic toxic effects assessment of cosmetic raw materials and safety risk substances with clear chemical structures, known exposure amounts and insufficient systemic toxicology research data when exposed through oral or transdermal routes. It is not suitable for local toxic effects assessment. This document does not apply to metals or metal compounds, strong carcinogens (such as aflatoxins, nitroso compounds, benzidines and hydrazine, azo oxides, etc.), proteins, powerful hormones (such as steroids), high molecular weight Substances, nanomaterials, inorganic substances, highly bioaccumulative substances, radioactive chemicals and mixtures of unknown composition, etc.
