1. Scope 1.1
This Standard applies to the design, location, construction, and operation and
maintenance of facilities at any location for the liquefaction of natural gas
and the storage, vaporization, transfer, handling, and truck transport of
liquefied natural gas (LNG), as well as the appropriate personnel training. 1.2
This Standard covers all stationary containers and highway tanks, except
frozen-ground containers, as used for the storage and highway transportation of
LNG. Metal containers are classified in two groups for operation at a gauge
pressure of
(a) 103 kPa and less; and
(b) more than 103 kPa.
Containers with insulation systems applying vacuum are included in these
classifications. 1.3
This Standard provides guidelines requirements for small LNG facilities (see
Clause 2.1 and Appendix C). 1.4
This Standard does not apply to the following:
(a) the transportation of refrigerants by any means;
(b) the transportation of LNG by railcar, marine vessel, or pipeline; or
(c) facilities designed to allow the use of LNG as a fuel for highway vehicles,
railroad locomotives, or marine vessels. 1.5
Where existing plants, equipment, buildings, structures, and installations meet
the applicable design, fabrication, or construction layout provisions of the
edition of this Standard in effect at the time of installation, they may remain
in use, providing they do not constitute a significant risk to life or
adjoining property.
