This standard specifies the general principles, work procedures, content, methods and requirements for conducting planning environmental impact assessment. This standard applies to relevant land use plans, construction, development and utilization plans of regions, river basins and sea areas organized by the relevant departments of the State Council, local people's governments at or above the districted city level and their relevant departments, as well as industry, agriculture, animal husbandry, Environmental impact assessment of special plans related to forestry, energy, water conservancy, transportation, urban construction, tourism, and natural resource development. Environmental impact assessments of other plans can be implemented with reference. Technical guidelines and technical specifications for environmental impact assessment of various comprehensive plans and special plans shall be formulated (revised) in accordance with this standard.
