- This document establishes the principles for scientific and technological achievement evaluation services, and stipulates evaluation personnel and evaluation institutions, evaluation methods, evaluation forms, evaluation service processes, and evaluation and improvement of service quality of evaluation institutions. This document applies to scientific and technological achievement evaluation activities that do not involve state secrets and scientific and technological achievement evaluation services carried out by third-party evaluation agencies.
