In view of the pattern and strategic major environmental issues that affect urban development, we use resource carrying capacity, environmental carrying capacity, environmental capacity, ecological protection red lines, etc. as constraints to optimize regional spatial governance zoning and formulate differentiated zoning governance strategies. Research and propose ecological environment protection requirements and rectification measures for urban atmosphere, water, soil, noise and vibration, solid waste, response to climate change, and prevention of environmental risks, etc., and propose safeguard measures for improving the ecological environment protection system and planning implementation.
