Scope

This standard puts forward the general requirements for self-monitoring of pollutant discharge units in the chemical fiber manufacturing industry, the basic content and requirements for the development of monitoring plans, information recording and reporting. This standard is applicable to the chemical fiber manufacturing industry's pollutant-emission units to conduct self-monitoring of the water, gas pollutants, noise they emit during the production and operation stage, as well as the impact on the quality of the surrounding environment. The self-monitoring requirements for self-provided thermal power generating units (factories) and supporting power boilers are implemented in accordance with the "Self-Monitoring Technology for Sewage Discharge Units Thermal Power Generation and Boilers" (HJ820). The guideline stipulates that the self-monitoring requirements for acetic anhydride pollution-producing facilities and discharge outlets in acetate fiber manufacturing shall be implemented in accordance with the "Self-monitoring Technology for Pollution Discharge Units in the Petrochemical Industry" (HJ947). This standard does not specify the guidelines, but the self-monitoring requirements for other pollution-producing facilities and discharge outlets of pollutant discharge units in the chemical fiber manufacturing industry that discharge industrial wastewater, waste gas or toxic and harmful pollutants are in accordance with the "General Principles of Technical Guidelines for Self-Monitoring of Pollutant Discharge Units" (HJ819) implement. 2
