Introduction

Standard Background and Scope of Application

This standard is formulated in accordance with the Environmental Protection Law and other laws and regulations, and for the first time puts forward systematic self-monitoring requirements for the chemical fiber manufacturing industry. It is applicable to the monitoring of water, air and noise pollution in the production process of seven major products such as viscose fiber and polyester fiber.

Typical application scenarios

Case: A polyester fiber factory detected a total antimony concentration of 0.8mg/L at the emission outlet of the polymerization workshop and discovered the catalyst leakage problem in time through the monthly monitoring frequency required by this standard.

Principles for developing monitoring plans

  • All pollution-generating links (dope preparation → spinning → post-processing) must be covered
  • The "strictest frequency" principle shall be implemented (e.g. the frequency of exhaust gas monitoring shall be the highest requirement of each process)
  • Dynamic monitoring shall be implemented at rainwater outlets (frequency shall be increased in case of abnormality)

Implementation suggestions

  1. Establish a corresponding relationship matrix between pollution sources, pollutants and treatment facilities
  2. VOCs automatic monitoring equipment shall be configured first (applicable to synthetic fiber manufacturing)
  3. Hazardous waste records shall distinguish between waste activated carbon and waste mineral oil
  4. Monitoring plan compliance review shall be conducted every quarter

  • Specify the differentiated monitoring requirements for 7 types of fiber products
