General Principles 4.1 The production fire protection, storage fire protection, and transportation fire protection of chemical industry parks should be based on the principle of preventing and reducing fire hazards and ensuring the safety of people and property, and should be safe and applicable, technologically advanced, and economically reasonable. 4.2 A fire risk assessment should be conducted in the chemical industry park during the feasibility study stage, planning and design stage or before the organization and implementation of production and operation activities. 4.3 The fire safety layout of the chemical industry park should be divided into land use functions according to the topography, landform, wind direction, land use and distribution status of park enterprises in the planned area and the overall planning plan of the park, so that industry, warehousing, administrative management, municipal facilities The layout of road transportation, railways and ports meets fire safety requirements.
