Performance target setting method 1: Sort out the functions of the project, including the nature of funds, expected investment, expenditure scope, implementation content, work tasks, beneficiaries, etc., and clarify the functional characteristics of the project. 2. Based on the functional characteristics of the project, estimate the overall output and effect that the project will achieve within a certain period of time, determine the overall goals to be achieved by the project, and express them in a quantitative and qualitative way. 3. Decompose the overall project expenditure target in detail, summarize and extract the key indicators that best reflect the expected degree of achievement of the overall target, and determine them as corresponding performance indicators (see Appendix A). 5. Determine performance standards by collecting relevant benchmark data, and determine specific values of performance indicators based on expected project progress, expected investment, etc.
