Scope

This document is applicable to the preparation of special emergency plans for hazardous chemical production enterprises in Hainan Province and enterprises that store, operate, use, and waste disposal hazardous chemicals that constitute major hazard sources. This document does not apply to the preparation of special emergency plans for urban gas production and operation enterprises.
