Scope
1.1 This standard applies to: a) design; b) location; c) construction; d) exploitation; and (e) maintenance of facilities used for the liquefaction of natural gas, storage, regasification, transfer, handling and tanker transportation of LNG. It also contains requirements for staff training. 1.2 With respect to facilities used to load LNG into ships or to unload ships, this standard contains requirements for the piping that connects the loading/unloading arms and the storage tank as well as the piping and accessories on the quay and pier. 1.3 This standard applies to all tanks used for the storage of LNG, including vacuum-insulated tanks. 1.4 This standard does not apply to tanks buried in frozen ground. 1.5 This standard includes non-mandatory guidelines for a) small LNG installations (see the definition of “small installation” in Chapter 3 and Annex B); and b) refueling centers for LNG-powered fleet or public vehicle refueling facilities (see the definition of “refueling center” in Article D.2 and Appendix D. 1.6 This standard does not apply : a) the transport of refrigerant liquids; b) transport of LNG by train or ship; (c) the transportation of LNG or regasified LNG by pipeline outside the boundaries of the installation, subject to Article 1.2; and (d) installations designed to enable the use of LNG as fuel for locomotives and ships. 1.7 Unless otherwise stated, all pressure values in this document are gauge pressures. 1.8 All pipe diameters are nominal diameters (NPS). 1.9 The values indicated in SI units (International System) are the official values in this standard. Values in parentheses are given for information and comparison purposes only. 1.10 In this standard, the term “shall” indicates a requirement, that is, a requirement that the user must comply with to ensure compliance with the standard; “should” indicates a recommendation or what is advisable but not obligatory to do; and “may” indicates a possibility or what is permitted to be done. The notes that accompany the articles do not include prescriptions or recommendations. They are used to separate from the text explanations or information that are not properly part of the standard. Notes at the bottom of figures and tables are part of these and can be written as prescriptions. The annexes are qualified as normative (mandatory) or informative (optional) to clarify their application.
