Scope
"The present document applies to S-PCN MRS for Geostationary mobile satellite systems with an EI RP less than or equal to 15 dBW. The prcsclll document sets out the minimum performance requirements and Icclmical characteristics ofMobilc Earth Stations (MES) with both transmit and receive capabilities for operation in a Satellite Personal Communication Network (S-PCN) in the Mobile Satellite Service (MSS) frequency band. An S-PCN MES may be handheld@ portable@ vehicle-mounted@ host COIll1CClCd@ semi-fixed or fixed equipment@ or Illay be an clement in a multimode ternlinal; it may consist ofa number of modules with associated connections and user interface@ or may be a self co ntained single unit. Ifthc MES is an clement in a multimode tcnninal@ unless othcrwise slated in thc prescnt document@ its requirements apply only to the S-PCN MES element of the tenninal operating in the MSS frequency band given. The presel1l document is i.lllended to cover the provisions of Directive 199915IEC [I] (RTTE Directive) article 3.2 which states that"" .. .. radio equipment shall be so constructed that it effectively uses the spectrum allocated to terrestriaVspace radio cOlmnulllcations and orbital resources so as to avoid hannfui interference"". In addition to the present document@ other ENs that specify teclmical requirements in respect of essential requirements WIder other parts of article 3 of the RTTE Directive [I] may apply to equipment within the scope of the present document. NOTE I: A list of such ENs is included on the web site htm:llwww.newapproach.org/. NOTE 2: These MESs arc controlled and monitored by a Network Control Facility (NCF). The NCF is outside thc scope of the present documenl."
