The preliminary standard applies to the determination of surface contamination with alpha emitters and/or beta emitters with a maximum energy greater than 0.15 MeV. This determination is made with a contamination meter or contamination monitor, which can be used to determine the degree of surface contamination of, for example, vehicles, goods, buildings, streets and clothing. The preliminary standard does not apply to the determination of surface contamination by means of wiping tests. The measurements described in this preliminary standard will generally be carried out in the context of an accident involving radioactive substances when there is a reasonable suspicion that surfaces are contaminated. Examples of an accident referred to here are a fire in a radionuclide laboratory, an accident during the transport of radioactive material or an accident with a nuclear reactor. Appendix A discusses the applicability in more detail.
