- This document stipulates the requirements for emergency organization, management systems, emergency plans, emergency drills, training and education, emergency resources, monitoring, early warning and emergency response, and post-event recovery in the construction of emergency management systems for large commercial complexes. This document is applicable to the construction of emergency management systems for large commercial complexes (with a construction area of 50,000 square meters or more) that have been built and put into use. Other commercial complexes can refer to this implementation.
