- This document provides guidance for decision-makers in smart cities and communities (public, private, voluntary sectors) on how to develop an open and collaborative, people-centred, digital city operating model that enables cities and communities to transformatively enable them to realize their vision for the future. This document does not provide a universal model for the future development of cities. This document looks at the innovative use of technology and data, combined with organizational reforms, to help cities achieve their specific visions for a sustainable future in an efficient and flexible manner. Note: This document provides cities with feasible tools for using GB/T40759-2021 to achieve urban sustainable development visions, strategies, and policy agendas. This document can also be used independently of GB/T 40759-2021.
