Scope
This article proposes recommended practices for the design, installation and testing of safety systems for basic facilities on offshore production platforms, discusses the basic concepts of platform safety systems, and briefly explains protection methods and system requirements. a. This recommended practice describes how to use systems analysis methods to determine safety requirements for protecting various process equipment. The actual analysis of major equipment should ensure that the identified safety requirements are applicable whenever the equipment is used in the process system. The safety requirements of individual process equipment are combined into the safety system of the entire platform. Included in this analysis is the development of documentation and methods for verifying system integrity. This recommended practice presents a unified method for identifying and marking safety devices and illustrates the analytical approach using examples from process systems. b. In addition to the basic facility safety systems, this recommended practice also includes support systems such as pneumatic supply systems and liquid leakage collection and drainage systems. It also proposes test procedures for universal safety devices as well as recommended test data and allowable test tolerances. c. Pneumatic supply systems are emphasized in this recommended practice because they are the most commonly used on platforms. However, hydraulic and electric systems and combinations of two or more control power systems. The same principles and steps apply. This article does not discuss instrumentation logic circuits as these should be left to the designer's discretion after implementing the recommended safety functions. In this recommended practice, rotating machinery is classified as a type of process equipment because it is closely related to the platform safety system. When rotating machinery (such as a pump or compressor) consists of several process equipment as a unit, each piece of equipment may be analyzed in accordance with this recommended practice.
