Scope
1.1 These requirements apply to primary (non-rechargeable) and secondary (rechargeable) lithium batteries used as power sources in products. These batteries contain metallic lithium, lithium alloys or lithium ions. They can be composed of a single or more than two batteries connected in series, parallel or series and parallel. They all convert chemical energy into electrical energy through reversible or irreversible chemical reactions. 1.2 These requirements apply to lithium batteries used in technician-replaceable and user-replaceable applications. 1.3 The purpose of these requirements is to reduce the risk of fire or explosion when lithium batteries are used in products. The ultimate acceptability of these batteries depends on whether its use in the complete product meets the requirements of that product. 1.4 The purpose of these requirements is also to reduce the risk of personal injury due to fire or explosion when user-replaceable lithium batteries are removed and discarded from the product. 1.5 These requirements apply to technician-replaceable lithium batteries containing no more than 5 g (0.18 ounces) of metallic lithium. Whether batteries containing more than 5g of lithium are applicable shall be judged based on whether they meet the requirements of this standard and whether they are suitable for the intended use through further inspection and testing. 1.6 These requirements apply to user-replaceable lithium batteries containing 4 g (0.13 ounces) or less of metallic lithium and not more than 1 g (0.04 ounces) of lithium per cell. Batteries containing more than 4g of lithium or single cells containing more than 1g of lithium may require further inspection and testing to determine whether such single cells or batteries are suitable for their intended use. 1.7 These requirements do not include the risk of poisoning caused by swallowing lithium batteries or their contents; nor do they include the risk of personal injury caused by contact with metallic lithium when the battery is cut open. 1.8 For products with new or different characteristics, features, components, materials or systems specified in the requirements of this standard, as well as products that pose a risk of fire, electric shock or injury to personnel, appropriate additional requirements determined to be necessary shall be adopted. components and final product requirements to maintain an acceptable level of safety expected by this standard. Any product characteristics, features, components, materials or systems that conflict with specific requirements or provisions of this standard cannot be deemed to comply with this standard. Where deemed appropriate, revisions to these requirements shall be proposed and adopted using procedures consistent with the approach to development, revision and implementation.
