Scope
1.0.1 This regulation applies to the engineering design of new or expanded solid material handling systems for large and medium-sized chemical enterprises. 1.0.2 The loading and unloading method should be determined according to the material characteristics, production scale, mechanization level and off-site transportation method. 1.0.3 Efforts should be made to improve the mechanization and automation level of the loading and unloading system. It is necessary to prevent the tendency to blindly pursue a high level of mechanization and automation regardless of investment results, and to prevent the tendency to unilaterally save investment and adopt a large number of manual operations regardless of the working conditions and intensity of operators. 1.0.4 The equipment of the loading and unloading system should give priority to high-quality products produced in accordance with international standards and national standards. The performance of the equipment should be compatible with the material characteristics and operating conditions (elevation, meteorological conditions, earthquakes, load characteristics, etc.). The selection of equipment should not only consider investment, but also operational reliability, service life and maintenance costs. 1.0.5 For the loading and unloading of similar goods, the same type of stereotyped products should be selected as much as possible to facilitate maintenance and technical management. When the loading and unloading volume is not large, there are many types of goods, and the goods are transported in and out of the factory in more than two ways, the multi-purpose function of one machine should be used if possible, and the scope of use of the machine should be expanded to adapt to the loading and unloading operations of a variety of goods. 1.0.6 The design of the loading and unloading system should uniformly consider the coordination relationship between loading and unloading, transportation and storage. For chemical enterprises with multiple modes of transportation, the loading and unloading machinery and personnel should be uniformly configured, and auxiliary facilities and living facilities should be unified to improve the labor productivity of the loading and unloading system and save investment. 1.0.7 The regional layout and system facility design of chemical solid material loading and unloading systems that are flammable, explosive, toxic, radioactive or highly corrosive and prone to produce dust should comply with the current "Regulations on Fire Protection Design for Refining and Chemical Enterprises" and "Building "Design Fire Protection Code", "Dangerous Goods Transportation Rules", and "Chemical Powder Engineering Design Safety and Health Regulations". 1.0.8 If these regulations conflict with relevant standards and specifications issued by the state, the national standards and specifications shall be implemented.
