Scope
In order to implement the "Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste", "Hazardous Waste Incineration Pollution Control Standards" (GB 18484-2001) and other relevant national laws and regulations in the field of hazardous waste, realize the resource utilization, reduction and recycling of hazardous waste disposal. This technical specification is formulated to standardize the planning, design, construction, acceptance and operation management of hazardous waste incineration and disposal projects in order to achieve the goal of reducing hazardous waste. This technical specification is applicable to new construction, reconstruction and expansion projects that use incineration methods to centrally dispose hazardous wastes, as well as hazardous waste incineration and disposal projects built by enterprises. Special incineration disposal projects for special hazardous wastes (polychlorinated biphenyls, explosive, radioactive wastes, etc.) can refer to the relevant provisions of this technical specification; for incineration disposal projects that consider the incineration of hazardous wastes and medical wastes as a whole, they should meet both this technical specification and the " According to the relevant provisions of "Technical Specifications for the Construction of Centralized Medical Waste Incineration and Disposal Projects", if the technical requirements for corresponding indicators are different, the stricter requirements will apply. The determination of the construction scale and the selection of technical routes for centralized hazardous waste incineration disposal projects should be reasonably determined based on the city's socio-economic development level, urban overall planning, environmental protection professional planning and the applicability of incineration technology. The site selection of the project shall be subject to environmental impact assessment.
