This document stipulates the terms and definitions of scientific and technological achievements evaluation, basic requirements for evaluation, evaluation purpose, evaluation principles, evaluation forms, evaluation content and evaluation indicators, evaluation methods, evaluation procedures, evaluation materials, evaluation traceability, service evaluation and improvement. This document applies to scientific and technological achievement evaluation activities, except for scientific and technological achievement evaluation activities involving state secrets in sensitive fields such as military industry and national defense.
