Scope

This Recommendation draws on the success of [ITU-T D.98] and proposes a possible approach to reducing excessive roaming rates@ to the benefit of consumer end users@ industry@ and the economy. In the review of international mobile roaming (IMR) rates@ Member States should consider IMR services including voice@ short message service (SMS) and data services.
