Scope

This document stipulates the basic requirements, management content, implementation process, review and training management requirements for pre-startup safety reviews of petroleum and chemical enterprises. This document is applicable to the safety review before the first start-up of new, renovated, expanded, long-term decommissioning, maintenance and changed devices (equipment, facilities) in petroleum and chemical enterprises.
