Scope
(i) Standard Name
Based on expert opinions and the general naming methods of existing group standards, it is named as "Green Installation Evaluation Standard for Architectural Mechanical and Electrical Engineering".
(ii) Standard Structure
According to relevant national standards, latest green construction standards from various provinces, Shanghai's "Construction Project Green Installation Evaluation Standard T/SIIA001-2018", etc., the evaluation elements are determined to be primarily based on construction management + four conservations and one environmental protection; additionally, technological progress is encouraged by compiling a separate chapter for innovation and application.
This standard consists of 11 chapters and 2 appendices. The main contents include:
1. General Provisions;
2. Terminology;
3. Basic Regulations;
4. Construction Management;
5. Environmental Protection;
6. Material Conservation and Resource Utilization;
7. Water Conservation and Water Resources Utilization;
8. Energy Efficiency and Energy Utilization;
9. Land Saving and Land Resources Protection;
10. Innovation and Application;
11. Evaluation Method.
(iii) Green Installation Evaluation Framework System
The green installation evaluation framework system consists of the evaluation phase, evaluation elements, evaluation indicators, and evaluation levels.
Evaluation phases are divided into process evaluation during construction and final acceptance evaluation;
Evaluation elements include construction management, environmental protection, material conservation and resource utilization, water conservation and water resources utilization, energy efficiency and energy utilization, land saving and land resources protection, innovation and application;
Evaluation indicators consist of mandatory requirements, general requirements, and superior requirements;
Evaluation levels are classified as non-compliant, compliant, good, and excellent.
(iv) Evaluation Methods
The evaluation methods include self-evaluation and third-party evaluation, which should comply with the following regulations:
1. Self-evaluation is jointly participated by construction, supervision, and installation units, and records and signatures should be made according to the requirements of Appendix B in this standard;
2. Self-evaluation should not be less than once every quarter;
3. Third-party evaluations are conducted at least twice: The first time during the construction process when 30%~60% of the work volume is completed; The second time within one year after project completion.
4. When the total cost of the evaluated mechanical and electrical installation project exceeds 200 million yuan, and the construction period is more than three years, an additional third-party evaluation should be conducted.
