Scope
1. Terms and Definitions
This chapter specifies and explains terms such as Dongguan Quality Products and enterprises that produce Dongguan Quality Products.
2. Evaluation Principles
This chapter stipulates the four fundamental principles of objectivity, fairness, comprehensiveness, and traceability to be followed in evaluating Dongguan Quality Product enterprises.
3. Evaluation Subjects
This chapter specifies the evaluation subjects for the assessment work on Dongguan Quality Product enterprises, i.e., enterprises within the administrative region of Dongguan that meet the basic conditions for such evaluations.
4. Evaluation Criteria
This section sets out the evaluation criteria for assessing Dongguan Quality Product enterprises. The criteria consist of disqualifying items, baseline indicators, and additional points. Baseline indicators cover four first-level and thirteen second-level indices including organizational management, resource management, process management, product responsibility, and consumer rights protection; additional points include five first-level and nine second-level indices such as innovation capability, brand management, digital construction, green development, and social responsibility. Each baseline indicator includes several evaluation contents.
5. Evaluation Methods and Procedures
This section sets out the methods and procedures for evaluating Dongguan Quality Product enterprises, including scoring methods, pass line determination, evaluation constraints, and evaluation processes. Specifically:
(1) Scoring method: defines weights and scores for each assessment criterion;
(2) Pass line determination: establishes criteria for determining the qualifying score for Dongguan Quality Product enterprises;
(3) Evaluation constraints: specifies the conditions to be followed when scoring individual items in the evaluation content;
(4) Evaluation process: sets out requirements for the evaluation process, including establishing an evaluation organization, forming a working group, developing an evaluation plan, preliminary assessment, public announcement, re-evaluation, and issuing an evaluation report.
6. Documentation Management
This section specifies management requirements for documentation and records generated during the evaluation process.
7. Continuous Improvement of Evaluation Quality
This section sets out requirements for continuously improving the quality of evaluation work.
