With the deepening of globalization, international trade and transport facilitation have become key factors in enhancing national competitiveness. However, my country lacks a systematic mechanism to monitor the effectiveness of facilitation measures. With reference to UN/CEFACT Recommendation No.42 and combined with domestic actual optimization and adjustment, this standard provides guidance for scientifically evaluating the level of trade facilitation.
| Monitoring Dimensions | Key Contents | Monitoring Objectives |
|---|---|---|
| Business Process | Policies and Procedures for Purchasing, Transportation and Payment | Optimize Process and Improve Efficiency |
| Trading Commodities | Focus on monitoring bulk commodities, perishable goods, etc. | Ensure quality and efficient circulation |
| Trading Routes | Intermodal transport routes, strategic channels | Improve logistics efficiency and reduce costs |
First-level indicators:Information availability, trader participation, customs pre-determination, etc.
Second-level indicators:Degree of tariff disclosure, number of pre-determinations issued, customs clearance time efficiency, etc.
Through the scientific design of the indicator system, a multi-dimensional evaluation of the effect of trade facilitation can be achieved.
