GB/T 20478—2024 replaces the original GB/T 20478—2006, and mainly optimizes the definition of terms and structure. The new standard is closer to the requirements of the International Plant Protection Convention (IPPC), especially referring to the ISPM5 "Glossary of Plant Quarantine Terms" to ensure that domestic and international standards are in line with the requirements.

Quarantine Pest (QP): refers to pests that are of potential economic importance to the threatened area but have not yet occurred locally. For example, certain exotic pests or pathogens.
Phytosanitary Certificate: An official document that proves that the goods meet the phytosanitary requirements of the importing place. Commonly used for plant products in international trade.
Enterprise level: Establish an internal terminology list to ensure consistency with the new standard; strengthen employee training to improve the understanding of the new version of the terminology.
Regulatory level: Promote the formulation of local implementation rules to ensure the effective implementation of the standard; strengthen international terminology coordination to promote trade facilitation.
