Introduction

Standard Revision Background and Technology Evolution

GB/T 18156-2023, as the first revision of the 2000 version of the standard, mainly responds to the two major trends of electronic container transportation and multimodal transport development. The standard adds the definition of electronic delivery order (EDO) terms and message specifications, shortening the circulation cycle of paper documents from 3-5 days to real-time processing, which meets the requirements of the construction of the "single window" for international trade.

Key breakthrough in electronic bill of lading

The standard for the first time specifies three elements of electronic bill of lading:

  1. Message structure: Contains three modules: ship information, bill of lading information, and container information, with a total of 36 data elements
  2. Encryption requirements: Sensitive fields such as the unified social credit code are encrypted using AES-256
  3. Interaction process: Add closed-loop management of authorization message → delivery note message → receipt message

Actual application case: Shanghai Port reduces the average delivery time from 8 hours to 1.5 hours through the EDO system

  • System transformation: Connect to the port EDI center to realize automatic verification of BL/EDO number
  • Risk prevention and control: Establish an electronic signature UKEY management system and set up three-level review authority
  • Transition arrangement: Complete paper/electronic dual-track operation test by the end of 2024
