GB/T 18156-2023, as the first revision of the 2000 version of the standard, mainly responds to the two major trends of electronic container transportation and multimodal transport development. The standard adds the definition of electronic delivery order (EDO) terms and message specifications, shortening the circulation cycle of paper documents from 3-5 days to real-time processing, which meets the requirements of the construction of the "single window" for international trade.
| Document type | Functional positioning | Filling body | Electronic application |
|---|---|---|---|
| Arrival notice | Arrival warning + pickup guide | Carrier/agent | Support EDI sending |
| Delivery bill | Cargo transfer certificate | Carrier/agent | Add electronic signature |
| Expense bill | Basis for fee settlement | Port/terminal | Interfacing with financial system |
| Delivery record | Proof of cargo delivery | Port/terminal | Electronic archiving for 5 years |
The standard for the first time specifies three elements of electronic bill of lading:
Actual application case: Shanghai Port reduces the average delivery time from 8 hours to 1.5 hours through the EDO system
Enterprise response strategy:
Note: The implementation of electronic delivery notes must simultaneously comply with the "Cybersecurity Law" and GB/T 22239-2019 Security Protection 2.0 requirements
