Scope
This standard applies to power utility automation systems, the core of which is the substation automation system (SAS). It standardizes communication between intelligent electronic devices (IEDs) and defines the associated system requirements that need to be supported. The specifications in this standard address the communication requirements for functions within power automation systems. Most examples of functions and their communication requirements in this standard are primarily derived from the substation automation domain and can be reused or extended to other areas of power utility automation, where applicable. The description of functions is not intended to standardize functionality, but rather to identify communication requirements between IEDs within plant and substations within a power system, as well as between these sites (e.g., line protection between substations), and between plant or substations and higher-level remote operation locations (e.g., network control centers) and maintenance locations. Interfaces with remote technical services (e.g., maintenance centers) are also considered. Standardizing functions and their implementation is entirely outside the scope of this standard. Therefore, a single function-to-device philosophy cannot be assumed. To support the resulting requirements of free functional allocation, an appropriate decomposition of functions is defined, which is relevant to communication. The data exchanged and its required performance are defined. The same or similar IEDs, such as protection and control devices, found in substations may also exist in other facilities, such as power plants. The use of this standard in these plants facilitates system integration, for example between power plant control and associated substation automation systems. For some other application areas, such as wind power plants, hydropower plants and distributed energy resources, specific parts of the standard have been defined and published according to the IEC 61850 series.
