Scope

This document establishes the procedures for the coordinated return of astragalus and rice straw to paddy fields, and stipulates the operational requirements for the stages of rice stubble retention, field furrowing, astragalus planting, turning and returning astragalus and rice straw to the fields, and rice fertilization.
