Scope

This publication applies to small-scale hydrogen production units (thermal and electrolytic) located at chemical or refinery plants, as well as units located at vehicle refueling stations or transfer facilities. Small-scale units are defined in this publication as units with production capacities between 1,666 scfh and 373,000 scfh (45 Nm3/hr and 10,000 Nm3/hr; 40 MSCFD and 9,000 MSCFD; or 1,070 Nm3D and 241,000 Nm3D). Thermal hydrogen production methods covered by this guidance include methanol cracking and steam methane reforming (SMR), although portions of the guidance may also apply to other thermal-based hydrogen production technologies.
