BS ISO/IEC 4396-7:2023 standard defines the technical specifications of the Flow Allocator in the Distributed IPC Facility (DIF). When the application process initiates Allocate_Request through the IPC-API:

1. FAI locates the target application through the directory forwarding table
2. Use the CDAP protocol to create a Flow object (including parameters such as QoS-cube-id)
3. Handle creation failure scenarios according to AllocateRetryPolicy
4. Bind the EFCP instance to the port ID when successful

Compared with the traditional network architecture, this standard implements:

• Policy decoupling: Separate business requirements from implementation through policies such as AllocateNotifyPolicy
• Recursive management: FAI can nest and create sub-allocator instances
• Dynamic addressing: Supports runtime address changes (see Section 6.2.4.3)
