Scope of application and core objectives of the standard

ASTM F3084-23 standard targets baby bouncers and baby/toddler bouncers, focusing on preventing the following three types of accidents:

  • Product disintegration/collapse
  • Tipping due to insufficient stability
  • Falling from a height

Structural test points

Dynamic load test

100 drops from 1 inch (25 mm) using a 33 lb (15 kg) weight. After the test, there shall be no:

  • Broken seams
  • Material failure
  • Hazardous displacement of adjustment mechanisms

Static load test

Loading requirements:

  • Infant bouncer: 60 lb (27.2 kg) or 3 times the nominal weight (whichever is greater)
  • Toddler mode: 105 lb (47.6 kg) or 3 times the nominal weight

Warning label design specifications

Must comply with ANSI Z535.4-2011 and include:

  1. A ⚠️ warning symbol at least 5 mm high
  2. Left-aligned text layout
  3. Bullet-listed preventive measures
  4. Permanent affixation requirements (pass the test in Section 7.9)

Typical warning content:
"Fall hazard: Children falling from rocking chairs may suffer head injuries. Always use restraints. Maximum load capacity does not exceed [XX pounds]"


Compliance implementation recommendations

  1. Establish product testing files to record all test parameters
  2. Conduct standard training for suppliers, especially on torque requirements for hardware
  3. Use laser engraving or thermal transfer to ensure permanent labels
  4. Perform FMEA analysis during the design phase to identify potential hazards
