To advance the rural domestic sewage treatment in Gansu Province and ensure the long-term stable operation of rural sewage treatment facilities, this guide is compiled based on the "Opinions on Promoting Rural Domestic Sewage Treatment" (issued by nine departments including the Central Committee Office for Rural Affairs, Ministry of Agriculture and Rural Areas, Ministry of Ecology and Environment, Ministry of Housing and Urban-Rural Development, Ministry of Water Resources, Ministry of Science and Technology, National Development and Reform Commission, Ministry of Finance, China Banking and Insurance Regulatory Commission), the "Action Plan for Gansu Province's Rural Domestic Sewage Treatment", the "Three-Year Action Implementation Plan for Improving Rural Human Settlements Environment" in Gansu Province, and the "Standards for Water Pollutant Emissions from Rural Domestic Sewage Treatment Facilities" (DB 62/T 4014-2019). After extensive investigation and research, summarization of practical experiences, and solicitation of public opinions, this guide is compiled.
This guide consists of eight chapters: General Provisions, Terminology, Operation Management Models, Operation and Maintenance of Rural Domestic Sewage Treatment Facilities, Sludge and Waste Disposal and Effluent Emission, Operation and Maintenance Records, Smart Operation and Maintenance Services for Rural Domestic Sewage Treatment, and Archival Management. As technology advances and time progresses, this guide will continue to be updated and improved. Neither this guide nor its contents can serve as a basis for users to avoid or exempt from their respective obligations and responsibilities.
This guide is released by the Gansu Provincial Environmental Science Society. It can be used as technical guidance for administrative departments of ecological environment and operation and maintenance units of rural domestic sewage treatment facilities.
