Introduction

GB 17167—2025 Standard Revision Background and Significance

GB 17167 has been revised twice since its first release in 1997. This revision mainly optimizes the configuration requirements, accuracy level and management specifications of energy metering instruments to meet the needs of energy conservation and consumption reduction and digital management under the new situation.

Interpretation of core clauses of the standard

1. Principles for the allocation of energy metering instruments

The new standard emphasizes intelligent and refined management, and requires key energy-consuming units to be equipped with intelligent energy metering instruments with automatic data collection and remote transmission functions (see 4.2.4). This not only improves data collection efficiency, but also provides strong support for subsequent data analysis and decision-making.

2. Maximum allowable error requirements for energy metering instruments

The new standard provides detailed provisions for the accuracy grade and maximum allowable error of various energy metering instruments. For example:

  • Electric energy metering device: Class I to Class V correspond to Class 0.2S to Class 2.0 respectively, see Table 4 for specific requirements.
  • Gas flow meter: The accuracy level for online measurement of natural gas calorific value is ±1.0%, and the accuracy level for offline measurement is ±2.0% (see 4.4.3).

3. Management requirements for energy metering instruments

The new standard requires energy-consuming units to establish a complete energy metering instrument archive, including verification certificates, maintenance records, etc., and to perform regular calibration and maintenance (see 5.3.1-5.3.5). At the same time, key energy-consuming units need to use digital technology to achieve digital management of energy metering data.

Implementation suggestions and precautions

  1. System construction: Establish a documented energy measurement management system, clarify personnel responsibilities and verification procedures.
  2. Instrument selection: Select appropriate energy metering instruments according to the specific needs of the energy-consuming unit, and ensure that they meet the technical requirements of Table 3 and Table 4.
  3. Digital transformation: Key energy-consuming units should accelerate the construction of digital collection and analysis systems for energy measurement data.
  4. Staff training: Regularly conduct professional training for energy measurement personnel to improve their technical level and management capabilities.

Future Outlook

With the advancement of the dual carbon goals, the configuration and management level of energy metering instruments will become an important support for enterprises to save energy and reduce consumption. It is recommended that relevant energy-consuming units pay close attention to the updates of standards, adjust measurement strategies in a timely manner, and ensure data accuracy and management standardization.
