Scope
FOREWORD At the 1975 Fall meeting of the American Petroleum Institute's Committee on Evaporation Loss Measurement@ a task group was organized to review and update API Bulletin 2514@ Evaporation Loss from Tank Cars@ Tank Trucks and Marine Vessels (November 1959 Edition). On initial review it was apparent that the current point of concern@ both within and outside the petroleum industry@ was hydrocarbon emissions from marine vessels loading crude petroleum and its products@ particularly gasoline. The Committee decided that Bulletin 2514 should be revised immediately with regard to the loading of motor gasoline on marine vessels. Bulletin 2514 contained very limited data on these losses. In compiling the gasoline data contained in this publication@ the Committee on Evaporation Loss Measurement task group received assistance from the API Departments of Environmental Affairs and Transportation@ and the Western Oil and Gas Association. The Committee on Petroleum Measurement@ through its Committee on Evaporation Loss Measurement@ plans future work on hydrocarbon emissions resulting from marine crude oil loading@ as well as the loading of petroleum and petroleum products on tank cars and tank trucks. The information in this publication and from future work will be incorporated in a complete revision of API Bulletin 2514 at a later date. This publication supersedes correlations developed and presented on pages 13 and 14 of API Bulletin 2514@ (November 1959 edition). The American Petroleum Institute takes no position as to whether any method@ apparatus or product mentioned herein is covered by an existing patent@ nor as to the validity of any patent alleged to cover any such method. Furthermore@ the information contained in this bulletin does not grant the right@ by implication or otherwise@ for manufacture@ sale@ or use in connection with any method@ apparatus@ or product covered by letters patent; nor does it insure anyone against liability for infringement of letters patent. This bulletin may be used by anyone desiring to do so@ but the American Petroleum Institute shall not be held responsible or liable in any way either for loss or damage resulting therefrom@ or for the violation of any Federal@ state or municipal regulations with which it may conflict.
