Introduction In response to the NATO Policy for System Life Cycle Management@ CM( 2005)0108@ with the promulgation of STANAG 4427 (Life Cycle Configuration Management) Edition 3@ ratifying nations agree to apply common configuration management@ as described in the ACMPs@ in armament programmes supporting NATO capabilities. AAP-48 defines the processes the Programme Manager should consider when preparing the programme. It also states that Configuration Management (CM) is one of the mandatory processes that the Programme Manager must apply. Effective CM@ which is applicable to capabilities@ products@ services@ processes@ etc.@ helps to avoid unnecessary corrective actions@ delays@ low productivity@ and unmanageable product evolution. The aim of this publication is to achieve an effective implementation of STANAG 4427. AAP-20 defines the life cycle stages and the overall content and transition criteria for each stage. This publication presents the same for CM and is written to support the fulfilment of the policy described in ACMP-2000 and the establishment@ maintenance and execution of a Life Cycle Configuration Management Plan (LCCMP)@ and to determine the set of contractual CM requirements in addition to ACMP-2100. This guidance approach is founded on the combination of a civil standard@ ISO 10007 and additional NATO specific directives and requirements that comprise the through-life CM requirement set. This publication helps you to establish your CM system and identify your CM needs. It further supports you as the Acquirer to plan your CM activities through life. By use of the build-up approach@ it also forces the Acquirer to assess the value@ consequences and obligation for adding each CM requirement to a core set defined in ACMP-2100. This publication intends to provide detailed guidance to programme managers and configuration managers on required management activities including planning for@ and selecting the key actions to implement (and measure the effectiveness of) configuration identification@ control@ status accounting and audit@ throughout the programme life cycle. In describing these key actions@ the interfaces to be established and the information needed to perform the actions are identified. Applicability This publication is for use by NATO Nations and Agencies involved in management of defence related capabilities@ and charged with CM responsibilities. This publication cannot be referenced in contracts. The Acquirer can build the elements applicable for their solicitation by using ACMP-2100 as the core set of CM requirements@ and adding additional requirements according to the programme specific needs.
