Under the national strategy of population aging, this standard, as the first evaluation system for senior citizen universities, fills the gap in the standardization of senior citizen education. It was formulated in March 2021 by the China Senior Citizens University Association in collaboration with Tsinghua University and other institutions, and a three-level gradient evaluation model was constructed at the provincial, municipal and county levels.

The standard clearly requires that general courses use national unified textbooks, and special courses must include online distance learning modules, and the proportion of online courses must not be less than 30%. Taking a senior citizen university in Jiangsu as an example, the Wu culture dialect course it developed radiates to five surrounding counties and cities through a live broadcast platform.
Compared with the GB/T 37276-2018 standard for nursing homes, this document includes ideological and political education and academic achievements into the evaluation system for the first time. It is expected that the 2025 version will add indicators for the construction of smart campuses, such as the application rate of biometric attendance systems.
