Scope
5 Evaluation Content and Methods 5.1 General Requirements The evaluation of standard implementation should be conducted one year after the standard has been implemented. 5.2 Scientific Evaluation 5.2.1 Appropriateness Standard structure elements are used as the basic analytical method, with comparative analysis, hierarchical analysis, and comprehensive scoring methods applied. By recording, sampling, interviewing, and on-site inspection, the technical content of the standard is compared with actual situations, and a comprehensive score is given based on the applicability of the technical content. 5.2.2 Advancement Technical indicators in the standard serve as the basic analytical method, using comparative analysis and comprehensive scoring methods. Technical indicator requirements are compared with relevant international standards, national standards, industry standards, and/or local standards. Comprehensive scores are assigned based on the strictness or innovativeness of different technical indicator requirements. 5.2.3 Consistency Technical indicators in the standard serve as the basic analytical method, using comparative analysis and comprehensive scoring methods. Technical indicator requirements are compared with relevant international standards, national standards, industry standards, and/or local standards. Comprehensive scores are given based on the degree of uniformity or differences in technical indicator requirements. 5.3 Implementation Process Evaluation Through recording, sampling, interviewing, and on-site inspections, the actual implementation process of the standard is understood, and a comprehensive score is assigned. Evaluation content includes but is not limited to: - Standard release situation; - Forms and effectiveness of standard promotion and implementation, including: - Training for standard promotion; - Promotion activities for the standard; - Derivative products related to the standard; - Recognition through references: Including but not limited to the use of the standard in laws, regulations, policies, certification and accreditation, inspection and testing, bidding and procurement. 5.4 Implementation Effect Evaluation The content of implementation effect evaluation includes: - Economic benefits; - Social benefits; - Ecological benefits. Evaluation methods are based on the analysis of the structure elements of the standard and stakeholder analysis. Different methods such as hierarchical analysis and comparative analysis should be adopted according to the characteristics of different standards. Economic benefits should be evaluated and calculated according to GB/T 3533.1, social benefits and ecological benefits should be evaluated and calculated according to GB/T 3533.2. The collection of materials and data should follow the methods specified in GB/T 3533.3.
