1. Background and significance of standard formulation
Background: The basic public service system is an important part of the national governance system. In recent years, with the narrowing of the urban-rural gap and the improvement of grassroots governance capacity in my country, the "National Basic Public Service Standard (2023 Edition)" came into being.
Significance: GB/T 43507-2023 aims to guide counties to implement national basic public service standards and promote equal, inclusive and convenient grassroots public services through standardization.
2. Principles for building a standard system
- Clear goals: Implement national basic public service requirements and promote equal opportunities, equal processes and equal results.
- Adapt to local conditions: Combine the actual conditions of the county and reflect local characteristics and autonomy.
- Coordination and unification: Ensure the connection and balance with national standards and give full play to the basic support role of counties.
- Dynamic adjustment: Optimize the standard system according to the actual progress and promote continuous improvement.
3. Overall structure of the standard system
The county basic public service standard system consists of three subsystems: benchmark indicators, service implementation and monitoring and improvement:
