Scope
Scope This document specifies the terms and definitions, general principles, basic requirements, evaluation content, evaluation criteria and evaluation factor scores for the evaluation of the "Most Beautiful Science and Technology Workers" in the optoelectronics industry. This document is applicable to the evaluation of researchers, engineers and technicians working in design, R&D, technology, quality, equipment and other technology-related positions in the optoelectronics industry. 2 Normative References This document has no normative references. 3 Terms and Definitions 3.1 Optoelectronics industry is based on the two major technologies of "light" and "electricity", covering the research and development, manufacturing, services and applications of various devices, components and products in the optoelectronics industry, including optoelectronic cables, optoelectronic communications, optoelectronic displays, optical optoelectronics, optoelectronic devices and other optoelectronic industry chains and raw and auxiliary materials, machinery and equipment, testing and certification, application markets and other optoelectronic supply chains and service chains. 3.2 Scientific and Technical Workers refers to personnel who take corresponding scientific and technological work as their profession and actually engage in the generation, development, dissemination and application of systematic scientific and technological knowledge. 3.3 The most beautiful scientific and technological workers The most beautiful scientific and technological workers are scientific and technological workers who meet the evaluation criteria of this document. 3.4 Regular publications Publications with international and/or domestic publication numbers or book numbers. 4 General Principles Political and ideological requirements are the primary content of the evaluation of scientific and technological workers. On the basis of strengthening the evaluation of the scientific spirit, professional quality, and innovative ability of scientific and technological workers, the evaluation indicators and evaluation methods that meet the characteristics of various scientific and technological innovation activities are constructed with the innovative value, ability, and contribution of scientific and technological workers as the guide, so as to stimulate the innovative vitality and potential of scientific and technological workers and guide scientific and technological workers to serve the scientific and technological innovation, application, and promotion of the optoelectronic industry. 5 Basic requirements 5.1 Political and ideological requirements 5.1.1 Love the motherland and the people, support the leadership of the Communist Party of China, have high ideological quality, strong political awareness, abide by laws and regulations, and be honest and self-disciplined. 5.1.2 Good ideological and moral character, strong sense of professionalism and responsibility, and good work style. 5.1.3 Have noble professional ethics, rigorous scientific research style and scientific, realistic, united and collaborative innovative spirit. 5.2 Age requirements The age of the "Most Beautiful Science and Technology Worker" should not exceed 65 years old. 5.3 Education and professional title requirements 5.3.1 The "Most Beautiful Science and Technology Worker" should have a high school degree or above. 5.3.2 The "Most Beautiful Science and Technology Worker" should have a researcher, engineer or technician and above corresponding professional title and skill level. 6 Evaluation content and standards 6.1 Science and technology innovation projects 6.1.1 The "Most Beautiful Science and Technology Worker" should host or mainly participate in (ranked in the top two) more than 5 self-developed science and technology projects of the enterprise in the past three years, or undertake more than one scientific research project at or above the municipal level as one of the top three main participants. 6.1.2 The "Most Beautiful Science and Technology Worker" should host or mainly participate in (ranked in the top two) the enterprise self-developed science and technology projects in the past three years. At least 3 projects have been completed and accepted; or at least 1 project at or above the municipal level has been completed and accepted. 6.2 Scientific and technological innovation achievements 6.2.1 The “Most Beautiful Science and Technology Worker” should be the top two main inventors in the past three years and obtain one invention patent, five utility model patents, or five software copyrights related to the optoelectronic industry. 6.2.2 The “Most Beautiful Science and Technology Worker” should creatively establish a set of new theories, methods, technologies, and processes in the optoelectronic industry. As the first author or corresponding author, he/she should publish more than three scientific and technological papers in regular journals, high-level optoelectronic industry or industry-recognized academic conference proceedings in the past three years; or publish one scientific and technological book or textbook related to the optoelectronic industry by a regular publisher as the first two authors. 6.2.3 The “Most Beautiful Science and Technology Worker” should play an important role in the technical transformation of the unit’s equipment, troubleshooting of sudden failures and difficult faults of advanced production lines, and equipment innovation in the past three years, and be recognized by the unit. 6.2.4 The “Most Beautiful Science and Technology Worker” should be able to analyze the main reasons for the improvement of the unit’s product quality in the past three years, propose and implement reasonable plans, and significantly improve the product qualification rate, and be recognized by the unit. 6.2.5 The "Most Beautiful Science and Technology Worker" should have received more than one commendation and award in science and technology and talent from the government departments at the district and county level or above in the past three years. 6.3 Role in promoting scientific and technological progress 6.3.1 The "Most Beautiful Science and Technology Worker" should host the formulation or revision of 5 enterprise standards and group standards related to the optoelectronic industry, or formulate 2 local standards within three years, with the unit where they are located as the host; or formulate 1 national or industry standard as one of the top five participating units, and the applicant should be a participant in the formulation of the standard. 6.3.2 The "Most Beautiful Science and Technology Worker" should be the leader or leader of the construction of scientific and technological innovation platforms such as technical research institutes, key (or CNAS) laboratories, technology research and development centers, and skill master studios at the district and county level or above related to the optoelectronic industry, or the main members of the team recommended by the leader or leader. 6.4 Talent training and popularization of science 6.4.1 The "Most Beautiful Science and Technology Worker" should be the leader of the unit's scientific and technological innovation, and have a team of scientific and technological personnel with a reasonable distribution of technical titles or skill levels. 6.4.2 The "Most Beautiful Science and Technology Workers" should have the ability to pass on knowledge and skills, and have outstanding achievements in popularizing science and technology and inheriting skills. Within three years, at least one of the young talents trained should be awarded the honor of town-level talent, or one should be selected for talent projects at the district or county level or above. 6.4.3 The "Most Beautiful Science and Technology Workers" should adopt teaching and lectures to popularize and promote industrial science and technology, improve the scientific literacy and skills of industrial science and technology workers, and promote the innovative development and upgrading of industrial science and technology. 6.5 Economic and social benefits 6.5.1 In the past three years, the "Most Beautiful Science and Technology Workers" have made significant progress in the development of new products, major process improvements, quality improvement, equipment transformation, and major equipment troubleshooting. The scientific and technological achievements they have made can create an annual direct economic benefit (profit and tax) of more than 2 million yuan and an indirect economic benefit of more than 4 million yuan for the enterprise. 6.5.2 The results of the scientific and technological projects engaged in by the "Most Beautiful Science and Technology Workers" should have significant effects in energy conservation and emission reduction, pollution reduction, raw material conservation, labor intensity reduction, as well as digital transformation, intelligent transformation, specialization and innovation. 6.6 Social Responsibility The "Most Beautiful Science and Technology Workers" actively donate in their personal names in terms of personal donations, scientific education, popularization of science, national defense and people's livelihood, support various public welfare undertakings, and contribute to the development and progress of society. 7 Evaluation Forms and Methods 7.1 Candidates for the "Most Beautiful Science and Technology Workers" are personally applied for by scientific and technological personnel in the optoelectronics industry and recommended by enterprises. The application materials must be verified and stamped by their units. 7.2 The "Most Beautiful Science and Technology Workers" are selected once a year, the number of selections is controlled, and the quality is strictly evaluated. 7.3 The validity period of the "Most Beautiful Science and Technology Workers" is 3 years, and no re-evaluation will be conducted within the 3-year validity period. 7.4 The application materials for the "Most Beautiful Science and Technology Workers" should include Appendix A "Recommendation Form for the "Most Beautiful Science and Technology Workers" in the Optoelectronics Industry", the deeds of the recommended person, major scientific and technological innovation achievements, awards and other supporting materials, and the unit shall stamp and confirm and print them into a book, and submit the electronic version simultaneously. 7.5 The Industry Association for Science and Technology (or Industry Chamber of Commerce, Association, Society, Research Institute, etc.) organizes the establishment of the Most Beautiful Science and Technology Workers Selection Committee, which is composed of the organization leaders and staff of the Industry Association for Science and Technology (or Industry Chamber of Commerce, Association, Society, Research Institute, etc.). 7.6 After the "Most Beautiful Science and Technology Workers" Selection Committee reviews and summarizes the application materials and relevant supporting materials, it organizes experts to form an expert group for review. The review experts should be well-known science and technology experts in the optoelectronics industry with associate senior professional titles or provincial-level or above skill masters. The expert group should be composed of no less than 5 review experts to review and score the applicants' materials. 7.7 After the proposed list of "Most Beautiful Science and Technology Workers" is publicized on the website or WeChat public account of the Industry Association for Science and Technology (or Industry Chamber of Commerce, Association, Society, Research Institute, etc.) without objection, it will be announced and the honorary certificate of "Most Beautiful Science and Technology Workers" in the optoelectronics industry will be issued. 7.8 "Most Beautiful Science and Technology Workers" are mainly spiritual rewards, and relevant enterprises or units are encouraged and guided to give corresponding multi-form rewards to those who have been awarded "Most Beautiful Science and Technology Workers" in the optoelectronics industry. 8 Evaluation principles and evaluation factor scores 8.1 Evaluation principles 8.1.1 The "Most Beautiful Science and Technology Worker" is hosted by the industry science and technology association (or industry chamber of commerce, association, society, research institute, etc.), and each participating science and technology personnel is scored according to Appendix B "Evaluation and Scoring Table for the Optoelectronic Industry's "Most Beautiful Science and Technology Worker". Then the scores of multiple experts are statistically ranked according to Appendix C "Statistical Table of Average Scores for the Evaluation and Scoring of the Optoelectronic Industry's "Most Beautiful Science and Technology Worker"", and the winners of the title of "Most Beautiful Science and Technology Worker" of the year are determined from high to low scores. 8.1.2 During the review process, if anyone is found to have engaged in fraud, academic misconduct, etc., he/she shall be disqualified from the selection and shall not participate in the application for "Most Beautiful Science and Technology Worker" within three years; if he/she has already won the title of "Most Beautiful Science and Technology Worker", the selection organizer shall cancel the title of "Most Beautiful Science and Technology Worker", withdraw the honorary certificate, and publish a document to announce it. 8.2 Evaluation factor scores The evaluation criteria for the "Most Beautiful Science and Technology Workers" construct an evaluation system oriented towards the innovation value, ability and contribution of science and technology workers, focusing on the professionalism, innovation and performance of science and technology workers, innovative achievements and actual contributions, and setting various evaluation factors and weights in a scientific and reasonable manner. The evaluation factors and scores for the "Most Beautiful Science and Technology Workers" in the optoelectronics industry are shown in Table 1.
