Scope
"This document defines the methodology to be used by vendors and third party test laboratories in the determination of RBS data and voice TEER. This document also defines the methodology to determine a RF power efficiency ratio of the radiated RF power to the consumed power when the RBS is delivering the throughput in the TEER metric. The methodologies described in this document are suitable for the following radio access technologies: ? LTE ? CDMA (including CDMA 2000) ? EV-DO ? UMTS (including WCDMA and HSPA) ? GSM (including EDGE and GPRS) ? WiMAX Purpose This document provides a set of definitions@ requirements@ and guidelines for determining the data and voice Telecommunications Energy Efficiency Ratios (TEER) metrics for a Radio Base Station. With the application of this standard@ the user will report the TEER metric as well as the required information within the reporting forms. This document also provides an RF Power Efficiency ratio within the measurement procedures. This TEER metric addresses the needs of service providers to compare throughput per Watt for similar RBS technologies. The RF Power efficiency ratio addresses the needs of service providers to compare the RF efficiency of similar RBS technologies. The defined measurement methods@ metric@ and ratio: ? Enable fair evaluation of similar RBSs from different vendors. ? Enable RBS evaluation under simulated network conditions. ? Allow a vendor to characterize energy improvements as their RBS products evolve. ? Give reproducible and repeatable results. ? Capture the impact of wireless core network power saving features external to the RBS. ? Drive RBSs towards sustainable low-cost energy efficient solutions. Application This standard (and supporting documentation) is intended to be used by communications network operators@ equipment manufacturers@ suppliers@ and test laboratories as a standard method for evaluating the energy efficiency of an RBS with a specific reference configuration. By comparing the TEER Report and ""RBS Parameters Reporting"" forms (Clause 7)@ a communications network operator can better select an RBS equipment configuration that meets their energy efficiency targets. End users may request testing to configurations other than those defined within this standard. Those measurements cannot be reported as an ATIS TEER metric@ or used to compare the energy efficiency to other RBS vendors."
