Scope

This document stipulates the work requirements for the cancellation of companies at or below the fourth level, the cancellation of companies that have been losing money for three consecutive years, competitive financing, centralized financial and capital control, foreign investment, the revitalization of inefficient and idle assets, personnel and salary management, business management, risk control, and audit inspection and rectification in the management of state-owned assets. This document applies to the management of key state-owned asset supervision and management agencies (hereinafter referred to as "state-owned asset supervision agencies") in Huai'an City, counties and districts (parks) and state-owned enterprises.
