Scope
PURPOSE AND SCOPE This document specifies guidelines for the assignment of NXX codes within a 5XX nongeographic Service Access Code (SAC) used for non-geographic 5XX-NXX services. For the purpose of these assignment guidelines@ the 5XX-NXX codes are to be used for applications which are non-geographic in nature@ are not assigned to Rate Centers and may or may not traverse the PSTN@ but do require an E.164 addressing scheme. The use of this NANP numbering resource is to communicate with both fixed and mobile devices@ some of which may be unattended. This resource may be used for applications enabling machines@ which would include but not be limited to wireless devices and appliances@ the ability to share information with back-office control and database systems and with the people that use these. Service is limited only by terminal and network capabilities and restrictions imposed by the service provider. These assignment guidelines do not apply to an environment where number portability exists@ but do not preclude the implementation of Personal Communications Services (PCS) and non-geographic 5XX-NXX number portability in the future. The INC provided the FCC with a report which did not recommend PCS number portability (see ATIS-0300062@ 500/900 Report on LEC Number Portability). The INC Report on PCS N00 Portability@ ATIS-0300053@ provides a potential implementation plan if regulatory directive is given in the future to proceed with 5XX-NXX portability. These guidelines were developed by the industry consensus process under the auspices of the Industry Numbering Committee (INC). These guidelines are expected to apply throughout the NANP area subject to procedures and constraints of the NANP area Administrations unless the affected Administrations direct otherwise. These guidelines do not supersede appropriate North American Numbering Plan (NANP) area governmental or regulatory principles@ procedures and requirements.
