API 570 covers the inspection, rating, repair, and modification procedures for placed-in-service metallic piping systems and their associated pressure relief devices (PRDs). This inspection code applies to all placed-in-service hydrocarbon and chemical process piping as specified in Section 1.2.1, unless specifically designated as optional in accordance with Section 1.2.2. This publication does not cover the inspection of special equipment, including impulse tubes, sensing tubes or instrumentation-related piping, heat exchanger tubes, and control valves. However, owner-operators in other industries and other services may use this piping code at their discretion. Process piping systems that have been decommissioned and abandoned in place are no longer subject to this in-service inspection code. However, abandoned-in-place piping may still require a certain amount of inspection and/or risk mitigation to ensure that it does not become a safety hazard due to continued deterioration. Process piping systems that are temporarily decommissioned or idle but have been mothballed (preserved for potential future use) are still subject to this code. The purpose of this code is to prescribe an in-service inspection and condition monitoring program, as well as repair guidance necessary to maintain the continued integrity of the piping system. The program should provide a reasonably accurate and timely assessment to determine whether any change in the condition of the pipeline is likely to jeopardize continued safe operation. This specification also states that the owner-operator shall respond to any inspection findings that require corrective action to ensure the continued integrity of the pipeline consistent with an appropriate risk analysis. API 570 applies to organizations that maintain or have access to authorized inspection agencies, repair organizations, and pipeline engineers, inspectors, and auditors, all of which are defined in Section 3. This specification does not cover source inspections of newly manufactured pressure piping. Refer to API 588 for guidance on the supervision of suppliers manufacturing and/or repairing pressure piping to be installed in the field. Owner-operators may employ the services of individuals qualified and certified in accordance with API 588 or this specification. However, depending on the quality of the shop inspection service and the owner-operator's specifications during fabrication, an inspection of the owner-operator's choice may still be required after the new piping system arrives on site. API 570 shall not be used as a replacement for the original construction requirements that apply before the piping system is placed in service; nor shall it be used in conflict with any current regulatory requirements. If the requirements of this specification are more stringent than the regulatory requirements, the requirements of this specification shall prevail. Unless otherwise specified in Section 1.2.2, API 570 applies to process fluid piping systems that are hazardous to personnel, such as hydrocarbons and similar flammable or toxic fluid services and processes.
