(II) Basic requirements (Chapter 4) The basic requirements for the production of pesticide smoke products mainly include: Organizational structure and responsibilities. Mainly give requirements for the enterprise's safety production responsibility system, personnel job responsibilities, and responsibilities of the person in charge. Management system. Enterprises are required to formulate basic systems related to safety production and implement them among production personnel. Risk identification and control. Enterprises are required to establish a safety risk identification management system, a risk assessment management system, and a risk response control system to ensure that they have sufficient response capabilities when risks arise. Production process operating procedures. Pesticide production enterprises are required to formulate their own production process operating procedures to ensure the standardization and normalization of the production process. Document and record management. Enterprises are required to establish a complete record management system to ensure the perfection of relevant evidence and records in the production and management process, and to support traceability management and supervision and inspection. Personnel training. Enterprises are required to train pesticide smoke production management personnel and operators to ensure that they have sufficient knowledge and capabilities. On-site management. Enterprises are required to manage the production site well, all safety measures should be fully equipped, and daily management should be carried out normally. (III) Facilities and Equipment (Chapter 5) The basic production equipment, packaging equipment and inspection equipment production facilities that should be used for the production of pesticide smoke agents are specified. (IV) Production Operation Requirements (Chapter 6) Requirements are made for the working environment, conditions and personnel protection, requiring that the safety facilities and equipment between enterprises' production plants are complete, warnings and reminders are compliant, and production staff are fully protected. Requirements are made for production operations and safety precautions are made, and the safety precautions of the 11 common production stages are explained. Emergency management and disposal are standardized, requiring enterprises to formulate emergency disposal plans, and carry out emergency work in strict accordance with the plans when accidents occur. The disposal of waste is standardized. (V) Verification Methods (Chapter 7) The documents, systems, records, information, etc. that should be checked when inspecting whether pesticide smoke agent products are produced safely in accordance with the requirements of this document.
